Hi, I'm absolutly new with this

I have an image with several layers with discrete values quantifying the risk at each pixel and with different weigths for each layer. I need to know what level of risk have each pixel in the final image.

For example, I have to analyse the risk of fire in a region and I have four variables: temperature, relative humidity, wind and landuse. Each variable has a different weight in the model, for example if you have landuse with risk 0 in one pixel you can't have risk at all in this pixel.

I'd like to know if I can use a neural network to modelize this and how to do it.
